Hi Hualong,

I don't think this is true.  In main, both WITH_QATLIB and WITH_QATZIP
default to ON unless the system is aarch64.  IIRC I needed to append -D
WITH_QATLIB=OFF -D WITH_QATZIP=OFF to build without QAT.
