Agreed, I wrote the same in slack the other day to this individual, but 
looking closely at the docs there may be a "bug" because the instructions 
state to create an `initial-ceph.conf` file but doesn't use it later. 

Try the same command but with the `--config/-c` option and the initial-
ceph.conf file. Like so:

  cephadm --image *<hostname>*:5000/ceph/ceph bootstrap --mon-ip *<mon-ip>*  
--config initial-ceph.conf


In the meantime I think I will file a tracker issue to improve the steps 3 and 
4 for "Deployment in an isolated environment" because the instructions are 
imprecise and do not cover a the ever-changing set of containers that cephadm 
can manage.
