I do not get why people use this cloudflare. I am constantly annoyed by messages that there is nothing wrong with cloudflare but the server serving the webpages is down. As if that is ever happening in a 'normal' setup.
When they were starting you had this form where you could leave a message for their client, so you could write something like "get some decent hosting, your website is not available again". 
This is definitely not limited to settings on tor.

They have only country blocklists? Not something like block clouds like amazon and azure? Those are causing more abuse that tor exit nodes.
