You should give this doc https://docs.ceph.com/en/quincy/rados/configuration/mon-config-ref/#monitor-quorum a read. Will help you understand and set up the HA cluster much better. Long story short, you would need at least 3 MONs to achieve HA because of the monitor quoram.
