FWIW, osd_scrub_auto_repair=true will result in PGs always showing
"repair" in their state when deep-scrubbing, even when there's nothing
to repair. This display issue was fixed and backported to Pacific
(https://github.com/ceph/ceph/pull/42398) but it doesn't look like it
was backported to Octopus.
