I'm wondering if the same step is needed when upgrading from Octopus
(and or pacific < 16.2.7) to Quincy? It's not in the release notes, but
just double checking here [1].

Yes it is necessary.

Thanks for confirming. I guess the release notes of both Pacific and Quincy have to be updated to reflect that.
