The 2 NVME drives are set in software raid 1 with a separate partition kept free to house a journal for the 20 OSDs.

You have to make that partition into a physical volume. That PV is then used for a new volume group and within that volume group you create a logical volume fo reach OSD.

OSDs cannot share the same partition.

cephadm ceph-volume lvm prepare --data /dev/sdX --block.db vgname/lvname

should then work. Each logical volume should be around 70GB in size.
