Most software and cryptographic routines assume that time moves forward only. If you set the time backwards the situation is not determined and can lead to all possible kind of bugs.

E.g. if the Dovecot IMAP server detects a time jump backwards it just kills itself.

If you need to adjust the system time with a step backwards you need to restart nearly all services, a reboot may be even easier.

TL;DR: Do not set the time backwards on a running system. Have ntpd or chrony adjust it slowly (by having the system clock running slower than real time).

BTW: Changing the timezone is not the same as jumping backwards in time.
