You need to check if this cephadm version still tries to pull from the
docker hub or if it already pulls from quay.io.
You can check it with
ceph config get mgr container_image
The resulting string should start with "quay.io".
To set that value you have to run
ceph orch upgrade start --image quay.io/ceph/ceph:v15.2.15
as this config setting is read only otherwise.
