Depending on the actual Ceph version you can either use

ceph-volume lvm activate --all

on the reinstalled host, if it's not managed by cephadm yet. Or if it is you can run this:

ceph cephadm osd activate <host>...

The latter is an example from the ceph docs [1].

As far as i know you have just to install your os and ceph.

Your osd disks will automaticaly detected.
