OSDs not starting after upgrade to pacific from 15.2.10

Hello,

I tried to upgrade one node in my cluster to pacific in  Ubuntu 20.04.2 and
kernel 5.8.0-49. After upgrade OSDs wont start giving below error message

This non-cephadm cluster is running  bluestore OSDs which many were
created in Luminous.

/var/lib/ceph/osd/ceph-29/block: (1) Operation not permitted

open OSD superblock on /var/lib/ceph/osd/ceph-29: (2) No such file or
directoryESC[0m
the directories are existing and have right permission. I have downgraded
back to octopus and everything is running ok
