Yes, since luminous there is also support for balancing PGs over OSDs through "upmap". That way the distribution should be close to perfect. So if your clients support that (if you use => 12.x and don't use ancient linux kernels for CephFS) you are advised to use that: ceph balancer mode upmap, see [1].
