On my Octopus cluster I was running with a broken device_health_metrics pool (due to PG issues) for over a month with no other obvious ill effects. I finally removed and recreated it to make ceph stop complaining about it.

Since then I have not seen any data written to the pool.

I know this doesn't answer your question directly, but in my case removing the pool temporarily did not cause any harm.
