While the "progress off" was hung, I did a systemctl restart of the active ceph-mgr. The progress toggle command completed and reported that progress disabled. All commands that were hanging before are still unresponsive. That was worth a shot. Interesting. There is a more forceful way to disable progress which I had to do as we have an older version.
