There is a bug report open here: https://tracker.ceph.com/issues/45594

It looks like the orchestrator somehow remembers the weight of 0 after
removing the OSD and applies it again after deploying an OSD with the
same ID.

I do not know why the orchestrator does it but there seems to be a fix
scheduled for 15.2.5.
