Client traffic defaults to highest prio, then scrubs+recovery, then
rebalancing of misplaced PGs, if I recall correctly.

Exception would be if you have a size=3 pool with min_size=2 and you only
have one replica available, then IO would stop on that PG until there are
at least two replicas, which could be seen as some super-overriding prio
for recovery over client traffic in this particular case.
