As Paul already answered in your previous thread you need to correct
the fsid in your ceph.conf. The ceph-disk activate-all should work as
soon as the config file is correct.

Yep, I think the ceph_fsid tells OSDs how to recognize the cluster. It
should be the same as the fsid in ceph.conf.
