Shutdown nautilus cluster, start stuck in peering

I followed some manual here to do before turning all nodes off:

ceph osd set norecover ; ceph osd set norebalance ; ceph osd set
nobackfill ; ceph osd set nodown ; ceph osd set pause

And after reboot almost al pg's were stuck in peering after unsetting
these.

What to do now????
