Should there not be a caps profile for mgr for osd's? 

ceph auth caps mgr.c mon 'allow profile mgr' osd 'allow profile mgr'
Error EINVAL: osd capability parse failed, stopped at 'allow profile 
mgr' of 'allow profile mgr'

Currently I have these:
[mgr.c]
     caps mon = "allow profile mgr"

I've also encountered that error while upgrading an older cluster; it 
was indeed a case of bad mgr keyring permissions for me. The keyring in 
question was apparently created by ceph-deploy on kraken when mgrs were 
still new and optional
