Admin users bypass most authorization checks, so are useful for
maintenance on buckets/objects owned by other users. They also have full
read/write capabilities to the /admin/ apis.
System users are for requests made on behalf of radosgw itself.
Multisite replication requires a system user in order to issue requests
against other zones. A system user is an admin user, but they use a
modified s3 protocol with extra headers/data to support replication.
Because of this, system users should not be used by normal s3/swift clients.
