I figured it out. I had to dig through the ceph-deploy code to get it but here it is. Apparently, one of the upgrades create the keys in ceph but the bootstrap keyrings were never created.

 ceph auth get client.bootstrap-osd > /var/lib/ceph/bootstrap-osd/ceph.keyring

A number of the tools (eg. ceph-volume) require the bootstrap keys that are assumed to be in /var/lib/ceph/bootstrap-*/. Because of the history of this cluster, I do not have these keys. What is the correct way to create them?
