No, mons can only have exactly one IP address and they'll only listen on that IP. As David suggested: check if you really need separate networks. To guarantee clients read/write to osd (when they know the details of the location) they should be using the fastest nic (10Gb) when available. But other clients with only 1Gb nic will go through 140.109.0.0 (1Gb LAN) to ask mon or to read/write to osds.
