So from my understanding, as of right now it is not possible to have an iSCSI gw outside of RHEL ?

The current ceph-iscsi-config/cli libs/tools still have some rpm
specific checks and will not work on ubuntu.
I started to kill the easy ones here
https://github.com/ceph/ceph-iscsi-cli/pull/53
but there are some other ones that I have not had a chance to fully debug.
