That is correct -- the upstream kernel LIO doesn't have any support for distributing SCSI-3 persistent reservations between iSCSI gateways at this time. SUSE has some custom kernel patches to distribute those reservations via the Ceph cluster but it has been previously rejected from inclusion in the upstream kernel.
