works now - I believe the issue was missing /etc/target directory on one server
Just in case anyone else is interested, here is what I had to do
1. make sure there is an /etc/target folder on all your iSCSI gateway servers
2. install latest version of python-pyudev ( for whatever reason I had to clone, pip install --upgrade AND rpm -Uvh python2-six-1.11.0-2.fc28.noarch.rpm python2-pyudev-0.21.0-4.fc27.noarch.rpm )
3. rpm -Uvh python-rtslib-2.1.fb67-1.noarch.rpm ceph-iscsi-cli 2-6-1 and ceph-iscsi-config-2-4-1
4. restart service systemctl restart rbd-target-api.service
Many thanks for all your help

Have you updated to ceph-iscsi-config-2.4-1 and ceph-iscsi-cli-2.6-1?
Any error messages in /var/log/rbd-target-api.log?
