If you do not mind, please confirm the following steps ( for centos 7, kernel version 3.10.0-693.11.6.el7.x86_64)

- download and Install the RPMs from x86_64 repositories you provided 
- do a git clone and, if new version available "pip install . --upgrade" for
     ceph-iscsi-cli
     ceph-iscsi-config
     rtslib-fb
    targetcli-fb
- reboot
