Hi,

Just in case someone else is running into this,

I fixed it by using the following 

ceph config-key set mgr/dashboard/server_addr 0.0.0.0

Some of the documentation/blogs are suggesting to use 

ceph config-key set mgr/dashboard/server_addr ::
