This is controlled by the rgw_lifecycle_work_time option. By default, it is set to "00:00-06:00", which means LC processing will start at midnight local time, and run up until 6 AM local time. It will continue to do work until it runs out of work or runs out of time.

This is a global setting, not a per-bucket setting.
