Unable to ceph-deploy luminos

I'm working on setting up a cluster for testing purposes and I can't see to install luminos. All nodes are runnind Ubuntu 16.04.

What's weird is that the Release file and 'Packages" does appear to be available when I visit download.ceph.com in my web browser. Any ideas?
