Did you see this http://docs.ceph.com/docs/master/install/get-packages/ It contains details on how to add the apt repo's provided by the ceph project.
You may also want to consider 16.04 if this is a production install as 17.10 has a pretty short life (https://www.ubuntu.com/info/release-end-of-life)
