I have experienced a similar problem.  

I found that the ceph repos had previously resided at "ceph.com", but have since been moved to "download.ceph.com".  

In my case, simply updating the URL in the repo file resolved the issue. (ie: changing "https://ceph.com/..." to "https://download.ceph.com/...")

Ceph users,

Got a Hammer cluster installed on old debian wheezy (7.11) boxes (I know :)

Currently I fail to patch it to 0.94.10 with apt-get update, I get:
