Never. I would only consider increasing it if you were increasing your target max bytes or target full ratio.

If you are set on increasing it, which I don't see a need for, then I would recommend removing it as a cache pool, increase the PG count, and then add it back in. You will need to stop all clients that are accessing the EC rbd pool during this process.
