They're defaults that are applied in the absence of quota settings on specific users/buckets, not aggregate quotas. I agree that the documentation in http://docs.ceph.com/docs/master/radosgw/admin/ is not clear about the relationship between 'default quotas' and 'global quotas' - they're basically the same thing, except for their scope.
