I reverted rgw nodes to hammer; will wait for jewel 10.2.6 to see if it fixes the problem and the bug http://tracker.ceph.com/issues/17969 . Thank you very much for your help.

#rgw zone root pool = se.root

and after those rgw successfully started. Now setting are placed in default pool: .rgw.root

eg. 
[root@nuc1 ~]# ls -l /etc/ceph/ceph.client.radosgw.keyring

You could give it read permission or be clever with setfacl, eg.
setfacl -m u:ceph:r /etc/ceph/ceph.client.radosgw.keyring
