Quorum requires a majority of all monitors.  One monitor by itself (in
a cluster with at least three monitors) will never form a quorum.

I thought so, but some RedHat documentation was phrased in a way that made me wander about that single monitor.

Without quroum I guess the cluster will not be active, and no writes accepted. At least in that case no split brain.
