Add the new monitor using ceph-deploy and afterwards update the configuration on all the nodes so that mon_host contains all the new Monitors.

A very short interruption (seconds) might occur when the monitors are electing. Nothing is 100% safe ofcourse, but this is a safe operation to do in production.
