As a [client] setting, it should be sufficient to do the changes in the ceph.conf on the client machines to affect things, like the "rbd cache" settings. That is, any new invocation of librbd, it certainly won't affect running ones. It may be that librbd will override the defaults with values it gets from the MONs, but I frankly never tested that. I'd venture that the local ceph.conf takes precedence, though.
