Watch-notify is a feature of RADOS and requires registering explicit watches on each object you'd like to see. inotify for CephFS would presumably be implemented in the MDS (mostly) and watch-notify is unlikely to be one of its building blocks. I think this would be an interesting project for somebody, but it's not a trivial one and depending on exactly what events inotify offers it could get very complicated.
