I'm pretty sure it’s a copy rather than a move, but as soon as the object is dirtied in the cache tier, your object on the EC tier is now out of date. For this reason, you want to make sure your cache tiering pool is protected against failure. Flushing is the act of updating the object on the base tier to match the cache tier.
