I have noticed that after evicting all the objects with RBD that one object for each active RBD is still left, I think this is the head object. We haven't tried this, but our planned procedure for finishing the deactivation of a cache tier is to shut down the active VM, then flush again and then start the VM again. Once all VMs have been stopped, flushed and restarted, we should be able to remove the cache tier. That way we don't have to stop all the VMs at once or for long periods of time. I hope at some point the last object can be flushed without shutting down the VM. If you are experiencing something different, please provide some more info, especially more detailed steps of what you tried.
