It happened to me once but I didn't really have any time to investigate how exactly it behaves. Some VMs had to be rebooted, other VMs survived but I can't tell if for example rewriting the same block is possible. Only writes should block in any case. I don't know what happens to Cinder, but I don't expect it to work - it will either timeout or/then fail with 5xx error.
