Hi,

depending on cache mode etc - from what we have also experienced (using CloudStack) - CEPH snapshot functionality simply stops working in some cache configuration.
This means, we were also unable to deploy new VMs (base-gold snapshot is created on CEPH and new data disk which is child of snapshot etc).

If cache tier not suitable for glance ?

Best Regards!
