Yes I did follow all the preflight steps.
After yum install (sudo yum update && sudo yum install ceph-deploy), it did show the following are installed
rhel-7-ha-rpms
rhel-7-optional-rpms
rhel-7-server-rpms
rhel-7-supplemental-rpms
rhel-7-server-rpms/primary_db
ceph-noarch
Installed:
ceph-deploy.noarch 0:1.5.28-0

It doesn't seem to be able to locate the repos for the ceph rpms.
