You can create simple rules http://workbench.dachary.org/ceph/ceph/blob/hammer/src/mon/MonCommands.h#L509, but I just usually dump, decompile, edit, compile, inject. It doesn't take me too long. I also appreciate the checks that the compile do on the CRUSH map.

There are a few commands at http://workbench.dachary.org/ceph/ceph/blob/hammer/src/mon/MonCommands.h#L416 allowing you to modify the crushmap but it's very limited and probably not enough. I don't know of another way.
