No, that's for the OSD. A mon should be ok with 4 ~ 8 GB of memory. Just
make sure it has fast storage like an SSD.

I think however that a 4 host Ceph cluster with 16 OSDs per host is way
to small. 8 hosts with each 8 OSDs would be a lot better. Or even 16
hosts with 4 OSDs each.

Scale horizontally with Ceph!
