I've been very impressed with the performance/watt of the Silvermont
Atom processors. I've not tried using them for things other than a NAS
or a firewall...

The cheapest multi-NIC motherboard with J1900 processor is the Gigabyte
GA-J1900N-D3V, sadly the twin NICs are Realtek. One has been running
solidly as a firewall for me for well over a year now; once the linux
kernel caught up with the hardware about a year ago it's been very stable.

There are Supermicro boards with various Atom CPUs; not all offer the
full IPMI service so you do need to read the specs!
