Indeed it doesn't.

If the cause of the recoveries/backfills are an OSD failure or a new OSD
added to the crush map, chances are that several deep-scrubs will occur
during the rebalancing so setting nodeep-scrub serves both to prevent
the problem from getting worse and to correct it before the end of the
balancing.
