If I run from command prompt it gives below error  in $piece = rados_read($ioRados, 'TEMP_object',$pieceSize['psize'] ,0);

I have tried new version of librados too...

Seems like the error is due to

rados_osd_op_timeout

or 

rados_mon_op_timeout

So what is the error exactly? Are you running phprados from the master
branch on Github?
