Here was the process I went through.
1) I created an EC pool which created ruleset 1
2) I edited the crushmap to approximately its current form
3) I discovered my previous EC pool wasn't doing what I meant for it to do, so I deleted it.
4) I created a new EC pool with the parameters I wanted and told it to use ruleset 3
