I haven't heard of these issues before, but generally speaking,
connection problems on startup tend to be the result of misconfigured
firewall or networking rules. Being inside of a container makes me
even more suspicious.

The monitors definitely are be able to resume working from being all
shut down; the developers do this on a regular basis and customers
have done so as well after power outages.
